答案是：两个都可以，但具体选哪个要根据语境来确定。XX is important to/for somebody在语法上都是正确的，但两者在意思上存在细微区别。
XX is important to somebody用于强调某事对于某人有情感上的价值（important to indicates personal or sentimental value, with emotional significance）。
XX is important for somebody用于强调某事对于某人有实际价值（important for indicates a practical benefit, not always an emotional significance）。
比如要表达“你对我很重要”，应该说：You are important to me. 而不能说：You are important for me. 因为前者意味着我关心“你”，“你”对我有情感上的价值。后者只是把对方变成了可以利用的对象。
又比如这两个句子：
(1) The job interview is important for me.
(2) The job interview is important to me.
两个句子侧重点不同。第一个强调该面试有物质上的价值（比如我需要这一份工作来赚钱养家），第二个强调的是面试的情感价值（比如面试的是我从小到大一直想从事的工作）。
因此开头的句子：Driving is important ____ (to/for) me. 填to/for都有可能，具体还是要看语境来判断。比如我们可以说：
(1)Driving is important for me, because I need it for my career.
(2)Driving is important to me, because it is something I love.
介词to和for的用法有时候会让人感到混乱，因为两者都可以用来表示做某事的原因或动机：
但在该义项下to后面要接动词，而for后面要接名词，比如：

(2)I came to New York for work.
第一个句子中work是动词，而第二个句子中work是名词。

We stopped at the pub for a drink.
而不能说：We stopped at the pub for having a drink. 但句子可以说成：We stopped at the pub to have a drink.
For也可以用来表示某事物的功能，此时for后面可以接动词的现在分词形式，比如：
An altimeter is used for measuring height above sea level.
此时句子也可以写成：An altimeter is used to measure height above sea level.
