8月22日，据教育部网站消息，教育部公布了关于人民教育出版社小学数学教材插图问题的调查处理通报。依据《中国共产党问责条例》《中国共产党纪律处分条例》《中华人民共和国公职人员政务处分法》等有关规定，对有关单位及27名失职失责人员进行严肃追责问责。
Twenty-seven people have been punished by the Ministry of Education for dereliction of duty after textbook illustrations published by the People’s Education Press caused public uproar for being ugly and containing inappropriate material, the ministry said on Monday.

2022年5月，人民教育出版社（简称人教社）第十一套小学数学教材插图问题受到社会广泛关注。教育部党组高度重视，成立由党组主要负责同志任组长、2位党组成员任副组长的调查处置工作组，通过约谈相关人员，调阅原始资料，听取数学、思政、美术等方面专家意见，征求一线数学和美术教师意见等方式，进行了认真调查核实。
The cartoon illustrations in math textbooks used by primary school students caused an outcry after they were posted by netizens in May and hashtags on the illustrations became top trending topics on social media platforms for days. Headed by senior officials of the ministry, it launched a thorough investigation into the incident.
经查，教材插图主要存在三方面问题。
一是不美观向上，与立德树人根本要求存在差距。整体画风不符合大众审美习惯，部分插图人物形象比较丑陋，精神风貌不佳，没有恰当体现出我国少年儿童阳光向上的形象。
二是不严肃规范，个别插图甚至存在错误。插图数量过多，部分插图制作专业水准不高，个别插图存在科学性、规范性问题。
三是不细致准确，部分插图容易引人误读。部分插图绘制粗糙，一些线条绘制和元素选择不当，图片比例不协调。同时也发现网上传播的一些问题插图并非人教社小学数学教材插图，有关部门已将其列入全面排查整改。
“The overall style of the illustrations do not conform to the aesthetic tastes of the public,” the investigation found. “Some illustrated characters are ugly, show poor spirit and style, and do not reflect a positive image of our nation’s children.”Certain illustrations had mistakes and some may have caused misunderstanding, the release said.
经查，人教社作为教材编制单位，落实中央有关决策部署不全面、不彻底，对教材插图的育人功能认识不到位，插图作者遴选制度不健全不规范，教材三审三校制度落实不严格，内部纠错制度不完善，对读者意见不重视，对插图存在的问题未认真排查、及时整改。教育部教材局在组织专家开展教材审查时，指导不足、监督不够，对教材问题排查整改工作督促不到位。
The publisher’s selection process of illustration designers was not thorough and well-regulated, its reviewing process was not strict and it did not value reader’s suggestions, the ministry said. The ministry’s Department of National Textbook did not give enough review, guidance and supervision on textbooks, it added.
由此，教育部责令人民教育出版社党委整改，并予以通报批评；给予人民教育出版社党委书记、社长黄强党内严重警告、记大过处分；给予总编辑、时任党委书记郭戈党内严重警告、记大过处分，免职处理。给予分管负责人党内严重警告、记大过处分，免职处理；给予小学数学编辑室主要负责人党内严重警告、记过处分，免职处理；给予其他17人相应纪律处分和组织处理。
Huang Qiang, Party chief and head of People’s Education Press, was given serious warning and demerit, while the Editor-in-Chief of the publisher Guo Ge was removed from the post, issued a serious warning and demerit, the ministry said in a release. Two other people were also removed from their posts and 17 others were given disciplinary punishment, the release said.

同时，责令教育部教材局整改，并予以通报批评；给予局长田慧生党内警告、记过处分；给予分管负责人等5名相关人员相应纪律处分和组织处理。
Tian Huisheng, director of the ministry’s Department of National Textbook, was issued warning and demerit by the ministry. Five other officials at the department were also given disciplinary punishment.
此外，教育部对插图作者、设计人员作出相应处理，不再聘请吴勇、封面设计吕旻、吕敬人及其工作室从事国家教材设计、插图绘制等相关工作。
Three people, Wu Yong, Lyu Min and Lyu Jingren and their studios that were responsible for designing the textbook illustrations, are no longer allowed to design national textbooks.
插图重绘工作已完成
按照教育部要求，人民教育出版社从5月下旬启动并于日前完成小学数学教材插图重绘工作，将全力确保2022年9月新学期课前到书。
In a separate release, the ministry said the publisher has finished re-doing the textbook illustrations and all new textbooks will be available before the new semester begins in September.
为保障插图重绘水平，人教社委托第三方权威专业机构严格遴选插图绘制团队，在综合考量作品风格、创作实力等因素基础上，从入围的10个团队中选定3个。之后经过充分论证，最终确定中央美术学院专业团队绘制的版本。
为确保教材质量，在插图重绘过程中，人教社广泛征求美术专家、教育专家、一线教师等有关方面代表的意见建议，赴北京、浙江、江西、广东、云南等省市面向学生、教师、家长等群体开展问卷调查和意见征集。插图绘制完成后，在严格进行三审三校基础上，多次审读、反复打磨，前后经过7次修改，完成3次送审。教材已经国家教材委员会专家委员会审核通过。
The new illustrations have been revised seven times and reviewed three times and approved by the National Textbook Committee, the release said.

针对人民教育出版社小学数学教材插图问题，教育部高度重视，举一反三，部署对全国中小学教材教辅和进入校园课外读物的插图及内容进行了全面排查整改，确保体现正确的政治方向和价值导向，弘扬中华优秀文化，符合大众审美习惯。排查整改工作启动后，教育部组织国家教材委专家委员会近350位专家，对中小学在用的359套2487册国家课程教材等进行全面审读。
The ministry has asked 350 experts to conduct comprehensive review of all 2,487 sets of textbooks used by primary and secondary school students.
