全球招募公告
为深入践行“绿色、共享、开放、廉洁”的办奥理念，广泛汇聚海内外各界人士的力量，共同举办一届精彩、非凡、卓越的奥运盛会，自即日起，北京冬奥组委面向全球招募北京2022年冬奥会和冬残奥会赛会志愿者，现将有关情况公告如下：
一、
赛会志愿者的定义
赛会志愿者指由北京冬奥组委及其授权或委托的组织机构招募的、自愿为北京冬奥会和冬残奥会提供志愿服务，并在指定的时间、地点及服务岗位，参与赛时运行保障工作的人员。
二、
赛会志愿者的招募数量
北京冬奥组委计划招募2.7万名冬奥会赛会志愿者，1.2万名冬残奥会赛会志愿者。
三、
赛会志愿者的构成
赛会志愿者分为通用赛会志愿者、专业赛会志愿者两大类。其中，专业赛会志愿者是指具备赛会志愿服务所需要的专业知识、技能与经验，能提供专业化服务的赛会志愿者，包括但不限于：语言服务、医疗服务、驾驶服务等。专业赛会志愿者以外的其他志愿者均为通用赛会志愿者。
四、
赛会志愿服务的内容
赛会志愿者将为北京冬奥会和冬残奥会开闭幕式以及各项比赛提供志愿服务，分布于北京赛区、延庆赛区、张家口赛区及其他场所、设施等地服务，服务类别包括12类：对外联络服务、竞赛运行服务、媒体运行与转播服务、场馆运行服务、市场开发服务、人力资源服务、技术运行服务、文化展示服务、赛会综合服务、安保服务、交通服务、其他。
五、
赛会志愿者的招募机构
北京冬奥组委是唯一合法的赛会志愿者招募机构。根据工作需要，北京冬奥组委将授权或委托相关组织机构，协助开展赛会志愿者招募工作。
六、
赛会志愿者的招募条件
（一）符合下列基本条件的人员可报名申请赛会志愿者
1. 遵守中国的法律法规，自愿为北京冬奥会和冬残奥会提供志愿服务，接受北京冬奥组委的工作指导和管理；
2. 截至2022年1月1日年满18周岁（即2004年1月1日及以前出生），具备开展志愿服务所需要的身体条件和健康素质；
3. 具备志愿服务岗位所需要的基础知识和基本技能；
4. 能使用汉语或英语进行交流；
5. 能认真参加赛前培训，并为北京冬奥会或冬残奥会赛时运行提供满足需要的志愿服务。
（二）符合下列条件之一的申请人同等情况下可被优先录用
1. 能够参与“相约北京”系列冬季体育赛事志愿服务；
2. 能够同时为北京冬奥会和冬残奥会提供赛时志愿服务；
3. 具备一定专业知识与技能，包括但不限于：口笔译服务、医疗服务、驾驶服务、信息技术保障等；
4. 其他赛时运行保障所急需紧缺的人员。
七、
赛会志愿者的报名方式
赛会志愿者申请人报名时间为北京时间2019年12月5日至2021年6月30日24:00。所有申请人均应登录赛会志愿者全球招募网络系统提交申请。
（一）个人申请人报名方式
个人报名申请人凭个人有效身份证件，包括但不限于：中华人民共和国居民身份证、护照、港澳居民来往内地通行证、台湾居民来往大陆通行证等，以真实姓名注册，根据在线报名提示语，正确填写个人信息并在网上提交。
无法使用网络系统的个人报名申请人，可通过来信、来函等方式直接向北京冬奥组委报名，可到由北京冬奥组委授权或委托的相关组织机构所设立的宣传点报名。
（二）团体申请人报名方式
团体报名申请人通过北京冬奥组委授权或委托的组织机构报名，由相关组织机构指导团体报名申请人统一在全球招募网络系统报名。
八、
赛会志愿者的选拔录用程序
（一）资格审核。北京冬奥组委及其授权或委托的组织机构对赛会志愿者申请人的资格条件进行审核。
（二）测试选拔。北京冬奥组委及其授权或委托的组织机构采取现场测试、远程测试等方式，面向赛会志愿者申请人进行择优选拔。
（三）岗位预分配。在充分考虑赛会志愿者申请人个人意愿的同时，北京冬奥组委及其授权或委托的组织机构进行服务岗位分配，明确到岗时间，并与申请人本人沟通。
（四）录用。北京冬奥组委向被确认为赛会志愿者的人员发出录用通知书。
赛会志愿者录用工作将于2021年9月30日前全部完成。
（五）上岗服务。赛会志愿者凭录用通知书及个人有效身份证件，在指定时间、到指定地点，参与赛前培训、签署志愿服务承诺书、进行注册并领取制服等物资后，上岗提供志愿服务。
九、
赛会志愿服务的时间
在竞赛场馆提供服务的赛会志愿者上岗时间一般为赛前7天至赛后3天（冬残奥会为赛后1天）。
在非竞赛场馆、训练场馆、其他场所、设施提供服务的赛会志愿者上岗时间一般为相关场馆、场所、设施正式开放前7天至关闭后3天（冬残奥会为关闭后1天）。
对特殊岗位的赛会志愿者可灵活安排上岗时间。
赛时期间，赛会志愿者每日服务时间一般不超过8个小时。连续服务多日时，可安排调休。
长时间在室外服务的赛会志愿者，可视情况安排换岗。
十、
赛会志愿者的服务与管理
1. 根据中华人民共和国《志愿服务条例》，北京冬奥组委将明确赛会志愿者的权利与义务，并通过志愿服务承诺书等形式，加以明确。
2. 北京冬奥组委将尊重和善待赛会志愿者，依法维护其合法权益，为其提供统一制服以及人性化的服务保障措施。
3. 北京冬奥组委各场馆运行团队制定赛会志愿者排班计划，赛会志愿者应按照排班计划上岗服务。
4. 北京冬奥组委建立完善赛会志愿者管理制度，对优秀赛会志愿者予以表彰。

Announcement on Global Recruitment of Games Volunteers for Beijing 2022 Olympic and Paralympic Winter Games
The Beijing Organising Committee for the 2022 Olympic and Paralympic Winter Games (Beijing 2022) is committed to a green, inclusive, open and clean approach to hosting the Beijing 2022 Olympic and Paralympic Winter Games (Games).
To attract talent from all over the world for a fantastic, extraordinary and excellent Games, Beijing 2022 starts its global recruitment of Games volunteers on 5 December 2019. Details of the recruitment are as follows:
I.
Definition
Games volunteers refer to individuals who are recruited by Beijing 2022 or its authorised/designated organisations to become volunteers at the Games, participating in Games operations and offering services at the time, location and position designated by Beijing 2022.
II.
Numbers
Beijing 2022 will recruit 27,000 Games volunteers for the Beijing 2022 Olympic Winter Games and 12,000 for the Beijing 2022 Paralympic Winter Games.
III.
Categories
Games volunteers are divided into two broad categories: general and specialist volunteers. Specialist volunteers are those who have professional knowledge, skills and expertise in a given area including language, medical or driving services. Non-specialist volunteers are general volunteers.
IV.
Areas of Volunteering
Games volunteers will provide services at/for the opening and closing ceremonies, competition and/or other events of the Games at venues or facilities in the Beijing, Yanqing, or Zhangjiakou competition zones.
The work areas open for volunteering include international relations, competition operations, press operations and broadcasting, venue operations, marketing, human resources, technology, cultural progammes, logistics, security, and transport, etc.
V.
Recruiting Authorities
Beijing 2022 is the only legitimate entity to recruit Games volunteers and it may authorise or designate other organisations to assist in volunteer recruitment if circumstances so require.
VI.
Eligibility
(I) Individuals who meet all of the following criteria are eligible to apply:
·Must abide by Chinese laws and regulations, be willing to serve the Games on a voluntary basis, and accept the guidance and supervision of Beijing 2022;
·Must be minimum 18 years old on 1 January 2022 (born on or before 1 January 2004), and be in good health;
·Must have the knowledge and skills required for their positions;
·Must be able to effectively communicate in Chinese and/orEnglish;
·Must be able to participate in all required training and provide volunteering services for the Games.
(II) Favourable consideration will be given to applicants who:
·Will serve as a volunteer for the “Experience Beijing” Test Events;
·Will serve as a volunteer for both the Olympic and Paralympic Winter Games;
·Have a considerable level of professional knowledge and expertise in areas including translation and interpretation, medical services, driving, and technology;
·Will fill in volunteer positions that solve urgent needs that may arise in Games operations.
VII.
How to Apply
The application opens on 5 December 2019 and will close at 24:00on 30 June 2021 Beijing Time. All applicants are requested to register and apply on the Beijing 2022 Volunteer Application Portal.
(I) Individual Applicants
Individual applicants are requested to register in their real name as it appears on a valid identity document, which may be, but not limited to, the Resident Identity Card of the People’s Republic of China, Passport, Mainland Travel Permit for Hong Kong and Macao Residents, and Mainland Travel Permit for Taiwan Residents. They are also requested to fill in true and accurate personal information and submit applications online according to the instructions on the portal.
Individual applicants who are not able to access the portal may apply through correspondence with Beijing 2022 or at the public engagement and communications outlets established by relevant organisations authorised/designated by Beijing 2022.
(II) Group Applicants
Group applicants will apply through the organisations authorised/designated by Beijing 2022. These organisations will help such applicants to register and apply for volunteering on the portal.
VIII.
Clearance and Selection
·Eligibility clearance. Beijing 2022 or its authorised/designated organisations will screen the eligibility of applicants.
·Test and selection. Beijing 2022 or its authorised/designated organisations will select applicants through on-site or remote tests.
·Pre-assignment. While taking into consideration the applicants’ own preferences, Beijing 2022 or its authorised/designated organisations will assign the applicants to specific roles and positions, specify the starting date and communicate all relevant details.
·Letter of Offer. Beijing 2022 will send a Letter of Offer to those selected as Games volunteers. The recruitment of Games volunteers will be completed by 30 September 2021.
·Start of Service. With the Letter of Offer and a valid ID, Games volunteers will be required to go to the designated venue at a designated time for training. They will be requested to sign the Letter of Commitment and then receive their accreditation, uniform and other supplies, and commence their volunteer service.
IX.
Service Period
Games volunteers at competition venues are to start service seven days before the Games till three days after the Games (one day after the Games in the case of the Paralympic Winter Games).
Games volunteers at non-competition venues, training venues, other sites and facilities usually start work seven days before the opening of these venues and facilities till three days after their closing (one day after their closing in the case of the Paralympic Winter Games).
The dates for Games volunteers of special positions are flexible.
During the Games, the daily shifts of Games volunteers will not exceed 8 hours. In cases of several consecutive working days, days-off will be arranged.
Games volunteers who have worked outdoors for an extended period of time will be reassigned to other positions if necessary.
X.
Service and Management
·In accordance with China’s Regulation on Volunteer Services,Beijing 2022 will clarify the rights and obligations of Games volunteers in the Letter of Commitment on volunteer services.
·Beijing 2022 will respect volunteers, treat them kindly, protect their legitimate rights and interests, and provide them with uniform and other services.
·The venue operation teams of Beijing 2022 are responsible for scheduling shifts, which the Games volunteers will be required to follow.
·Beijing 2022 will develop a Games volunteer management system and commend volunteers who have made outstanding contribution to the Games.
