当前，世纪疫情和百年变局叠加共振，世界经济复苏失衡，疫情吞噬过去10年全球减贫成果，导致粮食安全问题形势严峻，饥饿人数急剧增加。报告显示，2020年全球近1/3人口无法获得充足食物。
我国既是粮食生产大国，又是粮食消费大国，用占世界9%的耕地解决了14亿多人口的吃饭问题。2021年，我国克服新冠肺炎疫情、洪涝灾害等困难，粮食总产量达到13657亿斤，产量创历史新高，实现了谷物基本自给、口粮绝对安全，中国人的饭碗牢牢端在自己手中。
为了保障粮食安全，中国多措并举，包括强化地方政府责任，确保各地粮食播种面积总体稳中有增；大力培育推广优良品种，达到粮食产量的增长；在极端灾害天气发生后，积极采取补救措施，减少灾害造成的损失。最后，提高最低收购价格，并扩大农业政策性保险覆盖范围，进而提升农民生产积极性。
2021年，中国提出全球发展倡议，把粮食安全作为八大重点合作领域之一，展现出与各国携手应对全球饥饿问题的诚意。多项实际行动证明，中国是联合国和广大发展中国家在粮食安全领域的可靠合作伙伴。中国向全球低收入国家和粮食危机比较严重的国家提供粮食援助，同时开展技术合作，派遣科技人员到发展中国家，推广中国的杂交稻等农业技术和先进机械，帮助发展中国家提高粮食产量。

Today, the covid-19 pandemic and dramatic transformations, all of which are unprecedented in a century, are intertwined; the recovery of the world economy grows imbalanced; and the pandemic has reversed a decade of gains in global poverty reduction. All these developments lead to a grave food security situation, as seen in a surge in the hungry population worldwide. Nearly one third of the global population failed to gain sufficient food in 2020, according to a report.
As a major food producer and consumer, China feeds a population of 1.4 billion with just 9% of the world’s arable land. Having risen to such challenges as the pandemic and floods, the country achieved a record high of 682.9 million tonnes in grain production in 2021. It means that China has ensured basic self-sufficiency of grain and absolute security of staple food, and maintained absolute control over its food supply.
A package of measures has been taken to sustain food security in China, including a) enhancing the responsibility of local governments for the stability and increase of the area harvested for grain, b) cultivating and promoting quality varieties for the sake of increased grain production, c) adopting relief measures to mitigate losses in the wake of extreme weather disasters, and d) lifting the minimum purchasing prices and expanding the coverage of policy-supported agricultural insurance to stimulate the enthusiasm for food production among grain growers.
The Global Development Initiative launched by China in 2021 takes food security as one of the eight major areas of cooperation, demonstrating its commitment to tackling world hunger in partnership with the international community. Many of its actions prove that China is a reliable partner of the United Nations and the developing world when it comes to food security. For example, it provides food assistance for low-income countries and those suffering from acute food shortages,and engages in technology cooperation with other developing countries by, for example, sending technical specialists to promote its agricultural technologies, such as hybrid rice, and advanced machines and ultimately help boost their grain production.
