5月29日,特朗普在总统公告中再次污蔑中国政府借助留学生“窃取美国敏感技术和知识产权”,威胁美国“安全和利益”。他宣布从6月1日起禁止部分中国访问学者和留学生持学生签证入境美国。
一些在美国大学就读的中国学生表示,他们陆续收到了通知签证取消的电子邮件,来自北京的亚伦(Aaron)就是其中之一。
The United States has revoked visas for more than 1,000 Chinese nationals under a May 29 presidential proclamation to suspend entry from China of students and researchers deemed security risks. Aaron, a Beijing native, was one of them.
据美国全国公共广播电台(NPR)9月23日报道,亚伦七年前就在美国读高中,如今即将成为一名社会学专业大四学生。然而,本月早些时候,他收到一份美国国务院的邮件——
“我打开邮件一看,上面基本上只是说,‘因为我们收到了一些新信息,所以你的签证被撤销了。’”
NPR reported that Aaron spent the last seven years in the United States, first as a high school student and now as a rising college senior in sociology, until he received an email from the U.S. State Department earlier this month.
“I opened it and it basically just said, because of some new information that we recently received, your visa has been revoked,” Aaron said.
报道还称,一名中国学者表示,他在美国洛杉矶机场准备回国时遭到盘问。两名特工搜查了他的电子文件,甚至还检查了笔帽。在说明美国同事通过电子邮箱给他发送大量数据的事实之后,这名学者才被允许登机。

According to NPR, a Chinese researcher was questioned at Los Angeles airport as he prepared to leave for China. Two agents searched his electronic files and even checked his pen cap.
“It's fair to say that throughout the entire process, the agents have assumed that you are a spy,” he told the news outlet. “All we could do is to defend our innocence.”
报道同时指出,美国有约37万名中国留学生,研究人员认为,撤销中国学生签证将导致中国研究人才流失,可能会造成“灾难性影响”。
保尔森研究所智库研究员马特·希恩表示,美国人工智能领域的先进成果,有近三分之一是中国研究人员研发的。他还指出,如果美国继续施行撤销或限制签证的政策,中国研究人员几乎肯定会流向别处。
“我认为我们的政策制定者被蒙蔽了,他们认为如何对待移民和研究人员无关紧要,因为无论如何他们都会来这里。”希恩直言,“但如果人们想在行业处于前沿行列,就用不着来美国学习了。”
Researchers in the U.S. believe that revoking visas could be catastrophic for U.S. efforts to attract Chinese research talent.
Matt Sheehan, an analyst from MacroPolo, a think tank run by the Paulson Institute, told NPR that if the U.S. continues to revoke or restrict visas, Chinese researchers will almost certainly go elsewhere.
“I think our policymakers have kind of been lulled into believing that the way that we treat immigrants and the way that we treat incoming researchers doesn't matter because they'll come here no matter what,” says Sheehan. “But …people are no longer forced to study in the U.S. if they want to stay at the forefront.
He also found that nearly a third of the most advanced work in artificial intelligence in the U.S. is done by Chinese nationals.
