Authorities removes the so-called “circuit breaker”
China has reduced the amount of time travelers entering the country must spend in quarantine and removed a major restriction on international flights, in a sign of a limited easing of its stringent zero-Covid policy.
The easing of the measures will see authorities scrap the so-called “circuit breaker” mechanism, under which China-bound flights were suspended if an airline was found to carry a certain number of passengers who tested positive for Covid upon landing.
Inbound international passengers will also see their pre-departure test requirement reduced from two to one, and their mandatory centralized quarantine upon arrival cut from seven days to five days, followed by another three days of home isolation.
International travelers who do not have a permanent address in China will still need to do a total of eight days of quarantine in hotels.

Multiple Chinese embassies adjust COVID-19 testing requirements for inbound travelers
A number of Chinese embassies, including the Chinese Embassy in Pakistan, on Sunday adjusted COVID-19 testing requirements for inbound travelers to China, requiring one negative nucleic acid test result within the past 48 hours before boarding.
The Chinese Embassy in Pakistan requested all passengers visiting China from Islamabad to conduct one nucleic acid test at a testing facility approved by the local health department 48 hours before boarding, and submit a negative test report with verifiable content, according to a notice issued on the official WeChat account of the embassy which is effective from Sunday.
Previously, all passengers were required to undergo double nucleic acid testing within 48 hours before boarding the plane. The two nucleic acid tests were to be conducted in different testing institutions with two different reagents, and an interval period of more than 24 hours, according to a notice issued by the embassy in June.
The adjustments came after China released 20 optimized measures in a latest move in scientific and precise epidemic control and prevention work on Friday.
Passengers travelling to China only need to provide one negative nucleic acid test result within the past 48 hours instead of two, according to the latest measures.
The embassy notice said that for passengers traveling to China through transition, the nucleic acid test can be carried out at either the place of departure or the transition destination within 48 hours before boarding the flight to China.
If passengers already have the health code of the place of origin, they can use the health code within the validity period to check in at the transfer point and there is no need to go through a second test and second application at the transfer point, according to the notice.
The notice also canceled additional requirements for people with a history of infection, being close contacts, having suspected symptoms, or inconclusive test results, as they now can apply for a health code based on a negative nucleic acid test within 48 hours before boarding the plane.
As of press time multiple Chinese embassies, including the Chinese Embassy in the US, the Chinese Embassy in Singapore and the Chinese Embassy in Canada all released notices to adjust the COVID-19 testing requirements.

在11月11日国务院联防联控机制发布的《关于进一步优化新冠肺炎疫情防控措施科学精准做好防控工作的通知》中就提到,取消入境航班熔断机制,并将登机前48小时内2次核酸检测阴性证明调整为登机前48小时内1次核酸检测阴性证明。
与此同时,包括中国驻加拿大等国在内的多个大使馆还在通知中放宽了针对转机旅客的核酸检测要求,称即日起,中转赴华旅客可在始发地或中转地择一地进行核酸检测。
在此之前,新加坡,东京,首尔等一些传统的回国中转地因为无法提供中转核酸检测,而在疫情期间无法成为回国旅客的可选通道。
Tesla dramatic crash kills two
US automaker Tesla said on Sunday it will assist Chinese police investigating a crash involving one of its Model Y cars after local media reports said two people had died and three were injured when the driver lost control of the vehicle.
The incident on November 5 in the southern province of Guangdong killed a motorcyclist and a high school girl, Jimu News reported, posting a video of a car driving at high speed crashing into other vehicles and a cyclist.
“Police are currently seeking a third party appraisal agency to identify the truth behind this accident and we will actively provide any necessary assistance,” Elon Musk’s electric vehicle maker told Reuters in a message on Sunday.
Jimu News quoted traffic police as saying the cause of the incident in Chaozhou city had not been identified and an unnamed family member of the driver who said the 55-year-old had issues with the brake pedal when he was about to pull over in front of his family store.
Tesla said videos showed that the car’s brake lights were not on when the car was speeding and that its data showed issues such as there being no action to step on the brakes throughout the vehicle’s journey.
